About CASAIC
A practitioner-led network helping California schools adopt AI safely, equitably, and well.
The California Artificial Intelligence Consortium (CASAIC) is a vendor-neutral network for the people doing this work on the ground: superintendents, county office leaders, curriculum directors, technology administrators, and teachers across California's 58 counties and 1,000-plus local educational agencies.
Generative AI is changing instructional design, district workflow, and student data governance faster than any single district can track. Meanwhile, schools must navigate real statutory obligations — the California Consumer Privacy Act, Education Code § 49073.1, and the Student Online Personal Information Protection Act (SOPIPA) — alongside new state mandates for AI literacy and guidance. CASAIC exists to close that gap: connecting California Department of Education policy with field-tested county office frameworks, so no district has to figure this out alone.
The California Policy Landscape
- SEPT 2023Executive Order N-12-23 directs state agencies to build risk-management guidelines for generative AI, drawing on the NIST AI Risk Management Framework.
- 2023The California Department of Education publishes its foundational guidance, Learning With AI, Learning About AI — the "learning with / learning about" frame most California districts now build on.
- 2024County offices move first: the Los Angeles County Office of Education convenes its AI task force and publishes TK-12 generative AI guidelines; Orange County launches countywide AI integration work.
- SEPT 2024California enacts AB 2876, directing AI literacy into state curriculum frameworks, and SB 1288, creating a statewide working group to develop AI guidance for schools.
- 2025–26Regional implementation accelerates — change-management blueprints, vetting standards, and board policy adoption across county offices. CASAIC launches at joincasaic.com to connect that work statewide.

AI Literacy, TK Through 12
CASAIC's scope and sequence follows one arc across the grade bands — from noticing that machines follow human-written rules to auditing the systems that shape society:
- TK–GR 2Notice & Name — telling human thinking apart from machine rules; spotting automation in daily life.
- GR 3–5Interact & Question — understanding pattern matching and training data; finding where systems get it wrong.
- GR 6–8Experiment & Detect Bias — auditing algorithmic bias, hallucinations, and privacy risks firsthand.
- GR 9–10Create & Protect — structured prompting, verification against real sources, and transparent attribution.
- GR 11–12Design & Influence — system design and the economic, workforce, and civil rights implications of AI.
On Academic Integrity
One position worth stating plainly: automated AI detectors produce too many false positives — disproportionately flagging English learners and students with accommodations — to carry disciplinary weight. CASAIC's guidance is that a detection score must never be the sole basis for an academic integrity decision. Educator judgment, document version history, and student conversations come first.
